The Stanley Hotel Project & the SPACE Partnership

A first-of-its-kind public-private model transforming a historic Colorado landmark into a national hub for arts, film, and cultural impact.

The Stanley Hotel Project represents a bold reimagining of one of Colorado’s most iconic properties—pairing historic preservation with forward-looking cultural investment. Through the creation of the Stanley Partnership for Art, Culture and Education (SPACE), a wholly controlled subsidiary of the Colorado Educational and Cultural Facilities Authority (CECFA), the 41-acre Stanley campus has been acquired, financed, and positioned for long-term public benefit. Backed by approximately $400 million in bond financing and public-private collaboration, the project will expand the hotel, introduce a world-class event center and film-focused experiences, and establish a year-round destination for arts, education, and tourism—all while generating sustained funding for cultural and educational initiatives across the state.

Project Information

What is the Stanley Hotel Project?

The Stanley Hotel Project is a major public-private initiative to preserve, expand, and reposition the historic Stanley Hotel campus in Estes Park, Colorado. The project includes the acquisition of the full 41-acre property, development of new cultural and hospitality assets, and long-term operation as a year-round destination for arts, film, education, and tourism.

What is SPACE?

SPACE stands for the Stanley Partnership for Art, Culture and Education. It is a nonprofit entity created by the Colorado Educational and Cultural Facilities Authority (CECFA) to own, operate, and manage the Stanley Hotel campus for long-term public benefit.

Who owns the Stanley Hotel now?

The Stanley Hotel campus has been acquired by public-purpose entities—CECFA and its subsidiary SPACE—ensuring that the property is preserved and operated with a focus on cultural, educational, and economic impact.

What does the project include?

The Stanley Hotel Project includes several major components:

  • Construction of a 68,000 sq. ft. event center with a 1,000-seat theater
  • A horror film museum and immersive experience curated by Blumhouse Productions
  • Concerts, film festivals, workshops, and private/corporate events
  • Addition of 64 new hotel rooms via a connecting wing
  • A new arrival experience with covered check-in and expanded lobby
  • Conversion of the MacGregor Ballroom into an indoor-outdoor restaurant overlooking Rocky Mountain National Park
  • Ongoing preservation and enhancement of the historic hotel

Will the Stanley Hotel remain open during construction?

Yes. The Stanley Hotel will remain open and operational throughout all phases of construction.

Why is CECFA involved?

CECFA’s statutory mission is to support educational, cultural, and historic projects across Colorado. Its involvement ensures that the Stanley Hotel is preserved and enhanced for public benefit in perpetuity—not short-term private gain.

How is CECFA involved in the project?

CECFA plays both a financial and oversight role:

  • Issued approximately $395 million in taxable and tax-exempt bonds
  • Created and oversees SPACE as its wholly controlled subsidiary
  • Appoints and can remove the SPACE Board of Managers
  • Approves budgets, major expenditures, and real estate decisions
  • Expanded its statutory authority in partnership with state leadership to support projects like this

How is SPACE involved?

SPACE is responsible for:

  • Owning and operating the Stanley Hotel campus
  • Managing construction and development
  • Ensuring compliance with financing requirements
  • Overseeing long-term operations and performance

SPACE is currently led by industry and public-sector leadership, with governance transitioning to a formal Board of Managers appointed by CECFA.

What is the financing structure?

The project is funded through a combination of:

  • ~$395 million in CECFA-issued bonds (Series A–D)
  • Up to $46 million in Regional Tourism Act (RTA) sales tax increment financing
  • A $1 million state grant
  • Project-generated revenue (hotel, events, programming)
  • Investment earnings

Funds are allocated to:

  • ~$192M for acquisition and debt retirement
  • ~$122M for construction, renovation, and programming
  • ~$89M for reserves and issuance costs

Are taxpayers responsible for repayment?

No. These are revenue bonds, meaning they are repaid through project revenues—not by taxpayers or the State of Colorado.

What are the long-term public benefits?

The project is designed to generate significant and sustained public value:

  • Annual payments to CECFA supporting statewide cultural and educational initiatives
  • ~$500,000 annually (plus inflation) to the Stanley Arts Fund for middle school arts education
  • Long-term potential (post-2059 bond repayment) to generate substantial annual funding for statewide programs
  • Increased tourism, job creation, and economic activity
  • Preservation of a historic landmark

Who are the key project partners?

The project brings together leading operators and specialists:

  • Sage Hospitality — hotel and event operations
  • RevPar International — operational oversight
  • Saunders Construction — builder
  • MOA Architecture — architect
  • Grand Heritage Hotel Group — development manager
  • 4Site Advisors — construction oversight
  • Blumhouse Productions — horror museum and immersive experience

Why focus on arts, film, and cultural programming?

The Stanley Hotel has a unique identity tied to storytelling and film, most famously as the inspiration for The Shining. The project builds on that legacy to create a national destination for creative industries, immersive experiences, and year-round cultural programming.

What is the construction timeline?

The project will be completed in phases:

  • MacGregor Ballroom restaurant: Oct 2025 – May 2026
  • Hotel expansion: Jan 2026 – Summer 2028
  • Event center: underway, completion by end of 2028

A first-of-its-kind partnership connects CECFA, The Stanley Partnership, Sage Hospitality, and Blumhouse to merge hospitality, historic preservation, film, and immersive storytelling.

Estes Park, Colo. – (September 25, 2025) – The Colorado Educational and Cultural Facilities Authority (CECFA) and its subsidiary the Stanley Partnership for Art Culture and Education, LLC (the Stanley Partnership) today announced the groundbreaking of the Stanley Event Center, a $60 million arts and culture destination that is the first phase of a three year project to preserve, expand, and improve the historic Stanley Hotel campus into a year-round hub for film, art, and community. Scheduled to open in late 2028, the Stanley Event Center marks a major milestone in the evolution of one of Colorado’s most iconic landmarks.

Since first opening its doors in 1909, the Stanley Hotel has stood as a symbol of Colorado’s pioneering spirit, hosting presidents, performers, and travelers from around the world. Famously, it also inspired Stephen King’s The Shining, cementing its place in global pop culture. Its role as a cultural touchstone has endured for more than a century, and this next chapter ensures that legacy will continue.

The new 70,000-square-foot Stanley Event Center and Blumhouse Space will feature a world-class 1,000-seat theater designed to host film premieres, concerts, and community events. The event center will serve as a cultural anchor with immersive exhibits, rotating festivals, and creative programming.  At its heart will be the Blumhouse Space, an innovative horror film museum space curated by Blumhouse, showcasing artifacts, interactive storytelling, and behind-the-scenes curiosities from some of the most influential films in the genre. Together, these elements will establish the Stanley Film Center as a destination that celebrates film, art, and culture on a year-round basis.

Later this year, construction will begin to add 64 new luxury rooms and suites that expand the hotel’s capacity while offering elevated accommodations. The project will also add a dramatic new lobby and port cochere that will greatly enhance the guest arrival experience. The Stanley Hotel will remain open throughout construction, welcoming guests to enjoy its historic charm and modern amenities without interruption.

Morris Price, CECFA Chair, explained CECFA’s role in and benefits from this project: “As a public entity, CECFA’s ownership of the Stanley Hotel will guarantee preservation and public ownership of this Colorado treasure. Just as importantly, CECFA’s participation will generate many tens of millions of dollars that CECFA and the Stanley Partnership can direct towards Colorado’s cultural and educational sectors.”

Mark Heller, Executive Director of CECFA, added: “The $400 million in mostly private investment to purchase this property and fund these improvements will catalyze a new arts-centric evolution of one of Colorado’s most storied properties.”

The Stanley Film Center is also funded by a $46 million Colorado State Regional Tourism Act award and a $1 million grant from the Colorado Office of Economic Development and International Trade (OEDIT) based on the anticipated new economic activity that this project will bring to the region and state.

“Colorado’s artistic culture, strong workforce, rich history, and breathtaking landscapes are skyrocketing us to the best state to work in the film industry. We are proud of our booming film industry and the incredible art it creates. That’s why the state has doubled down on our investment into this important sector. This new space will continue to drive horror film buffs from across the world to the Stanley Hotel and Estes Park, supporting our growing film workforce and economy,” said Governor Jared Polis.

“The groundbreaking of the Stanley Film Center signals a bright future for the Stanley Hotel,” said Walter Isenberg, CEO of Sage Hospitality Group. “From FO Stanley’s original vision in 1904 to this new chapter, the property continues to evolve as a world-class destination rooted in hospitality, culture, and creativity. Guests will discover an experience that blends the hotel’s historic character with new opportunities to connect through film, art, and unforgettable programming.”

Jason Blum, Founder and CEO of Blumhouse, added: “I started Blumhouse 15 years ago because I love to build. And I’ve been thinking a lot about how we will build out this Blumhouse exhibit space. Horror fans are the best fans in the world, and they deserve a world-class, must-visit destination. And horror itself deserves a rightful place at the center of culture. We plan to celebrate the art and icons of horror, including key filmmakers, stars and the amazing cinematic villains who’ve terrified us over the years. And there’s no better place to do it than the iconic Stanley Hotel.”
